Trick-or-treat for area children will start at 4:30 p.m. Friday on the Lincoln square. The event is being hosted by Lincoln High School Family Career and Community Leaders of America (FCCLA) students. Area businesses, especially those located around the square, are encouraged to participate.

LINCOLN — Lincoln city officials have a message for residents of the newly annexed areas — Welcome to Lincoln.
Voters on Oct. 13 approved 76 to 52 to annex and into Lincoln.
The areas to be annexed would square off the city and bring approximately 50 homes into the city in time for next year’s 2010 U.S. Census.
Among the areas annexed were the A+ U Pull It auto salvage yard and the site where a new Lincoln High School is to be built.
City Business Manager Chuck Wood held two public hearings prior to the election and also spoke to various civic groups about the benefit of the annexation.
Being annexed means lower home insurance rates because of the “4” ISO rating the Lincoln Fire Department offers to residents, versus the “7” rating homes in the county receive.
Other benefits included reliable animal control, increased trash service, and code enforcement for property maintenance and land development.
“The next big step comes from the county — they certify the results of elections,” said Wood. “There is a 30-day waiting period from time of the election until the votes are certified. This comment period gives anybody who wants to challenge the election time to do it.”
Although the annexed areas will be eligible for city water and sewer, it will be a while before that happens, Wood said.
“Nothing in the ordinance promised any additional infrastructure, something like sewer lines will take a long time to get out there,” he said.
However, police and fire department coverage and the change in water rates and trash rates takes place as soon as the election is certified, which will be Nov. 13, Wood said.
“The Monday after the election is certified, we’ll start servicing that area,” he added.
